§ 22-54. Approval and acceptance.

  • (a)

    No wiring, poles, ductlines, guy anchors, apparatus, devices, appliances, fixtures or equipment for transmission, distribution or utilization of electrical energy for underground street lighting purposes shall be installed within the parish, nor shall any alterations or additions be made in any such existing wiring, poles, ductlines, guy anchors, apparatus, devices, appliances, fixtures or equipment, without first securing necessary approval from the council or its appointed representative.

    (b)

    No person shall have the right to install any electrical conduit, wires, ducts, poles, light standards or equipment of any character for the transmission, distribution, or utilization of electrical energy, or for the operation of signals or transmission of intelligence on, over, or under the public streets, alleys, highways, parks, etc., in the parish, that does not operate under a franchise granted by the parish without first obtaining from the council approval for the particular installation so desired to be made; any such installation so made under such approval shall be in strict conformity with all rules, regulations and ordinances of the parish and the National Electrical Code.

    (c)

    Any person operating under such approval, before placing any raceway, duct, conduit, or tubes under the public places, alleys and streets of the parish, shall secure permission from the council for such installation, and shall submit to the council or its appointed representative, and the local electric utility company for approval, a plot showing where such installations are to be made and the type and character of the work to be done.

    (d)

    The approval of the council or its appointed representative and the local electric utility company shall be secured prior to submitting the plans to the council for the necessary final approval to make such installations. A copy of the approved plot, showing all details required by the council or its appointed representative, shall be kept in its files.
