§ 22-26. Obstructing public ways or watercourses—Prohibited generally.

  • Except as otherwise provided, it shall be unlawful for any person to place, erect or maintain any obstruction in or on any street, sidewalk, public way or watercourse in the city, so as to impede travel or passage over such streets, sidewalks or public ways or impede the free course of water in such waterways.
